Often times, fans will automatically lump characters who don't happen to have any OP power ups or any OP KG into the "fodder" category. But I mean, thats not fair. Characters are outshined by the main cast.
I will name a few ninja who are often over-looked just because they lack OP KKG and OP power ups or OP jutsu. These guys are elite and deserve to be respected too:
1. Genma, personal body guard to the 4th himself. Minato obviously chose Genma as a personal body guard because of his all around skill and intellect, sure, he has no Sharingan, Bijuu, or an OP jutsu but he is definitely not fodder. Even he himself displays confidence in his own power.
2. Zabuza is often underrated too. Hidden Mist technique. Its not just some simple mist that one can simply blow away with a basic wind tech. It is a very thick chakra infused mist that covers the entire area. Nobody, not even dojutsu can see through. Unless you have a sharp sense of smell, or a sensor type, Zubuza can pretty much take out anyone in 1 shot pretty easily.
3. Kakashi (no sharingan). He too is underrated. Some think that without the sharingan, Kakashi has been reduced to fodder. SMH. He was a jonin as a child...most people dont make that rank until they are young adults. That right there should say something. Not only that, but he is very skilled with the use of ninja tools, and always uses the area to his advantage. He is quick thinking, level headed, and smarter than even shikamaru. Not only that, but he has a huge arsenal of jutsu water,earth, lightning affinities. Kakashi is a powerhouse, before, sharingan drained up alot of his chakra, but without it, he has plenty of chakra to whip out some good stuff.
4. Omoi/Karui trained by killerbee himself, they both display great teamwork and good kenjutsu. Omoi being able to trick Diedara and Sasori and cutting Sasori's strings. Not to mention, They can channel Raiton through their blades as well making them have an elemental affinity, and making the blade even sharper.
5. Anko Mitarashi was handpicked by Orochimaru himself. He saw potential in her. Oro dosent just go around picking anyone to be the host of his cursemark. Even though she was experimental, she survived the cursemark, which was said to have a 90% mortality rate. It is obvious that only those strong enough survive it, meaning Anko is pretty strong. She was also trained by the man himself and has aquired the knowledge of forbidden jutsu.
6. Sakumo Hatake was said to have enough power to rival the 3 great Sanin, of course that was before they became as powerful as they would eventually become, but nonetheless, they were still pretty strong, being trained by the Hiruzen himself. And to have as much power as the three of them he had to be up there too, he was well respected and was a famous shinobi. We all know that in the world of Naruto, power=fame.
If anyone wants to add on to the list by all means.
