He uses suiton and fuuton to create the ice. He always uses already existing water to make ice, as seen when he created those needles against Sasuke.

Haku destroys him. Demonic Ice Mirrors formation will force Suegetsu to liquify his body in order to null Haku's senbon strikes; which will leave Suegetsu completely vulnerable to getting frozen and immobilized as Haku can freeze anything from water to thin air into thick sheets of ice with his Hyōton.

i just noticed that haku have 2 surpass suigetsu's chakra 2 freeze him, becuz haku can't freeze water that have other's chakra on it just her's. If haku surpasse's suigetsu's chakra,haku have the probability of winning but not killing him, but i guess suigetsu won't be stupid and he will try 2 slice haku plus suigetsu is better in taijutsu
