We don't know how much power she's lacking or if she can even you jutsus, maybe the power that her sons inherited actually drained her of specific abilities she had. So far we haven't seen anything other than teleporting, chakra absorbing, and what it looks like the huygas wind palm.

But, seriously, she's just standing there doing random crap. She's big and powerful, which makes her prideful and arrogant. That's a cliché but classic villan element. But this? She's just fighting with no finesse or thought.

She was a dinkey little princess who got a bunch of power in a cheap and apocalyptic stunt. She isn't a shinobi--she never trained, she never truly fought, she never earned her powers. She's from a time where her enemies didn't have the kind of power Naruto or Sasuke have now.

I liked Madara at first when he was actually going toe to toe with the shinobi and fighting with more finesse. But he became more and more powerful, therefore transforming from a perfect, finely homed scalpel to giant flaming meat hammer. Kaguya!? She's an explosive 20 ton pile of crap. Move out of the way and you're fine--no thought behind it. Sling power around until you hit something! Until then, just talk, gloat and make creepy plant babies.

She lacks battle experience. She was a princess. She might be able to absorb all chakra and ninjutsus but she's never fought a shinobi before. It's why she can come off as dumb, she's basically some chick who has the best powers and abilities. Just can't make use of them yet.

Up to this point she has been fighting Naruto and Sasuke with the intention to avoid killing them. This alone makes her very much less dangerous in combat, as the second she decided upon killing Naruto she did a instant kill attack which he had no way of dodging.
