Hagoromo set it up so Naruto and Sasuke must cooperate, which aligns with the message he originally left on the stone tablet before it was tampered with.
Plus, teaming up with Sasuke again has been Naruto's fantasy since Part 1. I like it the way it is, and we'll get more chapters this way.

Naruto is going 1 on 1 casually with the GOD OF NV who Hagoromo fear and is landing blows and overwhelming her and make her retreat and trick her. if he had Moon mark the world would have been saved like 3 times over already. NARUTO can touch kaguya and make her worry. he is actually a danger but she 1 SHOT SASUKEH.

Naruto is racking up the feats and being portrayed as a god like a god should. Sasky got taken out with 1 shot no diff, no plan to back it up, nothing. HOW IT IS POSSIBLE for anyone to say they are equal is beyond reason cuz its clear Naruto shits on him.

Hagoromo really effed this all up i know he is guilty for his other son but lets face it. his other son is emo jerk and they all lost to Ashura he saw this with his eyes through time. why he chose now to be a good dad is beyond me but ONE ABOVE ALL Naurto Uzumaki will pick up the pieces.

Hagoromo already admitted that his mistake was favoring one son over another and that was how this whole problem got started. Giving his power only to Naruto would be repeating the same mistake all over again. Also, Hagoromo saw that real power comes from cooperation, but the problem is that humans have been proving they can't get along over and over and over again, to the point where he thinks that maybe it would've been better if his mom had her way. He is giving them one more chance not to f*ck up. So yes, splitting his power in such a way as to force them to cooperate is one of the conditions he placed on his sons and humans to be able to redeem themselves.

If Hagoromo would have given both son & moon marks (yin yang energy) to Naruto then Sasuke's role would have been over in Narutoverse.

Naruto would have defeated/sealed Kaguya & Sasuke would never have been at equal power levels with Naruto.
