....Yes? But Haku can't freeze just any person as he wills. He would've done that to Kakashi if it were possible.
Hozuki clan use a technique to liquefy, so unless Suigetsu is not using it Haku can't freeze him.

But I still see Haku winning. Haku uses the demonic mirrors and that forces Suigetsu to liquefy, thus being vulnerable to freezing.

You're forgetting the whole scenario that when he liquefies he will be FROZEN.

Except Haku has nothing to force him to liquefy aside from Demonic Ice Mirrors, and by the time he focuses chakra on freezing Suigetsu, Suigetsu will already be back in human form because Haku's assault stopped. Not to mention that Haku is losing chakra this whole time.

I'd say he'll be able to do it before Suigetsu becomes flesh again.

He obviously has to maintain the chakra required to keep up the mirrors in the first place, which has been noted to take a large amount of chakra already. No, I'm pretty sure he can't freeze him while using the demonic ice mirrors.
