It should be a tie. Itachi is the fastest shinobi in base and definitely faster than 5th gate lee. However Lee's taijutsu is clearly superior, and Lee has damn good reflexes.

The fastest shinobi in base, just shunshin and foot speed, so far by feats is Madara.....

His fanboyism allows him to constantly imagine ridiculous ways Itachi can beat everyone when the reality is that he can't. Because his fanboyism is so strong, he cant see things with a fresh perspective and doesn't realize how idiotic and unrealistic some of what he says is.
