It seems that the symbol is changing , the evolution of the symbol seems to have a relation with the evolution of Naruto's Yang mastery.
This makes me think that flying comes with Yang mastery.

That means that his symbol evolved again between the creation of the 9 beasts and chapter 691.

If the evolution of the symbol have something to do with mastery , Hagoromo got stronger after creating the beasts.
