Kiba wouldn't really even get a chance to transform tbh. Well, it depends on the starting distance anyways

But, imo, I think kiba is #3 in the k11 ranking, after Neji and lee

People vastly underate kiba and the potential of the wolf transformations. What people don't realise is that they are very deceptive and have multiple layers to them. For one people tend to underrate a big dog transformation as people just think it's a big dog - misjudging something can get you killed. Secondly they are much faster then people expect and dodging still results in sever damage to the opponent due to the wind and saliva sheer. Third the first round of attack isn't actually the primary attack. Whilst it's great if kiba can get it done in the first instance, the first passing strike aims to sheer the dodging opponent and also to setup the field with saliva. The combination of damage to the dodging opponents limbs and them landing on the slippery saliva field makes them off balance and slip setting up for stage 4 which is the final strike. It's a much more complex Jutsu then people realise.

With that said I'd say that Tsunade wins based on the fact she should as a kage.

Cerberus needs more feats before I will comfortably say something about Kiba taking Kage level ninja like Tsunade, however, Kiba is so overlooked it's sickening.

As a mere 13 year old, Kiba was able to dent Orochimaru's ultimate defense. His moves rip through the air and can sever limbs with shockwaves alone. He has a 4.5 in speed, the same as Hebi Sasuke and Kakashi, his tracking skills are top quality, and he makes good use of his shinobi tools. Kiba with a chakra nature, particularly Fuuton or Katon to augment his already powerful jutsu (Like creating a wind vortex that shreds in the style of Rasen-Shuriken for his Gatsuuga attacks or Katon to amp up his piercing and add another dimension to the damage he causes), would be an incredibly dangerous opponent.
