1000 shinobis in one go, nah, that can't be true. If it's the total number he killed during the war, plausible.

Minato might have surpassed Tobirama in Hiraishin but I think Tobirama is overall better especially because he is a Senju. Also, remember how he roused his chakra at the Uchiha hideout.

Killed or defeated is irrelevant because it's in the anime. Therefore, not canon.

It stands to reason 1 Shinobi out of 1000 would be able to do what Bee did. Also, I doubt he has enough chakra to spam Hiraishin that much.
