No they didnt. Katsuyu covered a lot of people. And enough survived to point where Tsunade's reserve ran out. Not saying it was weak but it has the ability to be countered unlike the Kyuubi's strongest attack.

Pain's method was obviously the most effective, but the animation of the Kyuubi destroying the Hidden Leaf, as well as Minato teleporting the bjuu boom, was too awesome.
