2 uchiha madara (note complete I.T only villain to kill naruto and sasuke also defeated all bijju and edo kage)
3 sasuke uchiha/uzumaki naruto (note: we havent seen enough to tell them apart in my opinion)
4 hashirama (note killed ems madara with nine tails not even the five kage 100 of shinobi and naruto clone could do so)
5 nagato (note took out naruto and killer bee with ease with both rinnegan nagato is easily one of the best shinobi)
6 minato (note minatos speed makes him easily one of the fastest ninja ever creating rasengan minato is a top ninja)
7 kabuto/obito (kabuto surpassing orochi and obitos kamui they make for a dangerous duo)
8 tobirama/itachi(with itachis speed,tsukiyomi and one of the most powerful sussano with the yata mirror he is a top tier ninja surpassing kage levels but due to illness we dont get to ever see him at his best, tobirama creating edo tensei and once called the fast ninja alive i cant tell these to apart.
9 3rd raikage (note the only shinobi alive to fight the 8tails with no armor he also went up against 10000 shinobi
10 might guy 7gates(note 8gate not aloud because he will die so the fight would be a draw)

some fighters not used because obvious reasons here they are

ten tails obito (as ten tails power not aloud on list madara is there because of the tree)
hamura/hagoromo(never seen them fight most people guess there strength its unrealiable)
ashura/indra(never seen them fight most people guess there strength its unrealiable)
8gates guy(he also dies so he never wins a fight he can only tie)
shisui uchiha(koto makes him easily top 10 but theres not enough known about him or even seen to guess his power)

Due to Itachi's illness, he should be put at 10. And the 8 gates is not a draw, the fight is over once the opponent is killed, therefor Gai should be placed higher.
