He is invisible, but not untouchable. Also he can't use Jinton while he is invisible therefore this ability is nearly useless in this battle because he can't cut the Raikage's throat with ordinary weapons in order to kill him.

As long as he is visible, the 3rd Raikage can dodge any jinton the Tsuchikage throws at him.

The weakest kages are the kazekages in general. They get their asses assassinated all the time. 3rd, 4th, and 5th were all killed. And if Gaara ain't in a desert, he's pretty weak too. Ay could blitz the sand and **** him up like lee did.
