KA isn't restricted. With it restricted, though, I agree with you. KA shouldn't be used in VS matches in the first place tbh, unless it's Shisui himself.

Healthy Itachi doesn't mean his stamina'a all that great. Part 1, 2 Tsukuyomi's and one Amaterasu and he was exhausted. Any damage Danzo takes is reversed 10 times. You think Itachi can use Tsukuyomi 10 times?? I don't see Itachi winning. Sasuke barely beat him with Susano overuse, Karin's healing, and Tobi troubling Danzo. And EMS Sasuke is a better version of Itachi.
