Hebi Sasuke isn't landing genjutsu on someone as experienced and fast as sandaime raikage, not when he couldn't land one on V1 Ei and when it takes 5 susanoos and a distraction to put a battleworn ei into one.

How do you know sandaime raikage isn't smart? Any kage level opponent with basic knowledge of the sharingan isn't going to look them in the eyes, that's why the only time people get caught is by some kind of diversion. And in that picture, why would sandaime raikage avoid eye contact when he's fighting someone who doesn't use sharingan genjutsu?

Sasuke isn't stupid. Anyone who has faced sharingan users know not to look directly into their eyes but sasuke will know his opponent is purposely avoiding eye contact and use this to his advantage. Considering that sasuke has oro's techs and manda summon, sasuke will find a way to get close to the opponent and use genjutsu to win, since this is the only way sasuke can win.
