Sasuke has Kagutsuchi and Amaterasu.

Itachi has Amaterasu and Tsukuyomi.

So they both have Susanoo.

Obito only has Kamui. So no, Susanoo.

Aight , I get your point but we recently saw Shisui with Susano'o in the new Naruto game . Even though it is not a reliable source , I'd still take that in consideration .
My main point is I think the author never really showed the full powers of the sharigan . I remember when people where making theories about Madara's EMS powers and people were in denial about any other power than Susano'o , means no Tsukuyomi , No Amaterasu and no Izanagi . Didn't Madara proved he knew Izanagi since ages with the previous chapters ? Plus , He teached Obito's everything Ob knew , including Uchihas techniques so I wouldn't be surprised If Obito could manifest his Susano'o easily
