Neji was never aiming to kill Hinata or Naruto for most of the fight, he had to lose rotation and couldn't hit chakra points during his fight with kidomaru, and then he was stuck in a water prison for most of the vs kisame fight. He makes Neji leave the village during the pain attack. And then we never see Hinata or Neji really fight in the war.

All because they can one shot with one poke and have an ultimate defense
