Gai is easily the fastest that has ever came out of the manga and will always be. Having the feat to blitz Madara, who's reactions have shown to react to the speed of instant is net worthy for fastest.

If we don't take into account space/time techniques, the fastest character is undoubtedly 8th gated gai with his ability to bend space with his speed and blitz juubi jin madara.

If we include space/time then it all depends. If its within the range of his technique and Sasuke has his doujutsu prepped, Sasuke is the fastest character. If sauske's doujutsu isn't prepped or minato/tobirama have a tag placed out of the range of Sasuke's technique, then Minato or Tobirama are the fastest.

Minato is instant and is more skilled at FTG than Tobirama so he is fastest. As for any those who mention Edo Minato and Tobirama, edo's are weaker than when they are alive so those are feats not at their best.
