Danzo never compared Sasuke's Genjutsu to Itachi's; he said it's simply weaker.. Itachi can control space and time within his Genjutsu completely and that makes it impossible to free someone from it or break it. And apart from that, even if Sasuke would have a weaker Tsukuyomi, it would be still called Tsukuyomi. But he calls his Genjutsu Sharingan:Genjutsu, while Itachi refers to it as Tsukuyomi.

Because the Sharingan doesn't affect his blood, thus doesn't make it Kekkei Genkai (itself), thus won't give out resistance, hence why the Tsukuyomi worked on Kakashi. Sharingan isn't a Kekkei Genkai, it's a Kekkei Genkai ability. This is also why Itachi mentioned 'Sharingan' as a separate ability after the Kekkei Genkai. Otherwise it would contradict the scan if Sharingan was a Kekkei Genkai and not the ability of it.​

Itachi said you need to have at least the MS + Uchiha Blood. He never meant to say that you at least need a 3-Tomoe Sharingan. Sasuke broke out of the Tsukuyomi because Itachi gave him the open time window to do so.

But then he would be implying that a 2-Tomoe Sharingan, or even a 1-Tomoe can break out of it. I think he meant the MS, not the typical Sharingan.
