Villains in Naruto not evil enough ?

Well Naruto doesn't have "evil" villains, majority of the villains wanted peace. Imo if Naruto had bloodlust villains either Naruto and gang would have to be much stronger or the enemy would have to be the same level.

I think it's cool, it's more realistic and shows how characters can be dynamic and can rethink their morals. And not all of them have done that some like kakuzu go to their death beds being morally bad
