I 99% agree with list, but SM Naruto also belongs to the high kage list. Also Deidara & Sasori don't belong there, Deidara blew himself up cause he couldn't beat sasuke, and sasori got fodderized by an old women and another fodder.

I think Kisame, Bee, and MS Kakashi should in Mid Kage. And IMO Suigetsu should be in Low Kage. And Itachi should be at or above Kaguya and Primo Ino solo'd The juubi and obito. She should be somewhere in the Gods section. Otherwise pretty good.

Well I put Deidara there because most shinobi can't beat him, He did beat Jin Gaara with the intent to ''capture''
and overall his attack are hoax if you don't have a sharingan or anything.
