I don't know what you mean, but Naruto is far more intelligent that many other people including Sasuke. Being intelligent does not mean you have good memory. It does not also mean you don't make mistakes. Besides, if we take all Naruto's fight where he fought alone, we can prove that he is more intelligent than most characters including Sasuke. Sasuke is wrongly said to be intelligent, but he is not. He has a very convenient tool that has nothing to do with his brain - the Sharingan.

Naruto isn't intelligent, he is creative. He makes plans he doesn't even understand himself, he has shown to be the biggest idiot when compared to the Hokage. (Tobirama even stated that he was a complete, utter and gigantic fool unlike any.) Naruto also said himself that he cannot learn from reading or talking, he needs to experience it to learn it. In other words, he is not intelligent, he is creative and flexible. (He can adapt to situations fast.) Sasuke was and is still praised as a genius, even by Madara's standards. (Whom we know are high, since Madara didn't think highly of the Kage's.) Sasuke Sharingan does a single thing for him, lets him observe his surroundings better, its the same as having good vision.

The Sharingan has nothing to do with Sasuke's intellect, he was praised as a genius long before he even awaken the Sharingan. Also, Naruto would have been dead long ago, had it not been for Kurama. (Or Minato, or Jiraya, or several others. That proves that even with his "smarts" he would have died in battle because he is and he will always be an idiot.)
