I believe Kishimoto incorporated this into the chapters to foreshadow the method needed to Seal Kaguya!
In one translation I believe Tenten even said "In the right hands, these tools could seal the enemy"

Those hands will be Naruto's and Sasuke's.

Think about it, the Sage of Sixth Path's Ninja Sealing Tools, ALMOST CERTAINLY REQUIRE YIN&YANG!!!
