Well Madara said sasuke is fast god said naruto is fast gods son one paneled Madara so I'd say naruto is faster.

Lmfao.Remember, Sasuke has the Sharingan which makes him be able to predict movment so he is always ready. Also he has straight toma Ems(which Madara commented on) and it apparently makes him move better and fight better in tajutsu.
