Sasuke used a lot of chakra just to create Kirin.. It's even requires Itachi's chakra "Amatserasu"... You should read manga not just look at Sasuke

It doesn't require it all it requires is heat to force the atmosphere to make storm clouds, Amaterasu helped a lot but it wasn't at all necessary. Sasuke was about to kill Naruto, Sakura, Sai & Yamato with Kirin after he owned them at the beginning of part 2 but Orochimaru stopped him
