Probably because rinne tensei gives life in exchange for life, therefore since edo nagato isn't really alive he can't give his life thus the requirements for the jutsu aren't fulfilled.

That or like madara couldn't use limbo with his fake edo tensei rinnegans, nagato couldn't use the 7th path's final power with an edo rinnegan.

Cos you need to be alive not some moving corpse to use rinnetensei and also you need real rinnegans not some fake ET eyes

Edo tensei can't use there power at 100%

So using the outer path is not an option, since it is the full power of the rinnegan.
