Theory of mine.

Now when we first heard about Kaguya it was said that she wanted to stop war. Of course that was that false information. But she needs an army for some battle which is obviously not on Earth. The most likely answer is on another realm as the Six Paths are based on the six realms. The paths are even referred to as realms some times and Rikudou Sennin translates to Six Realms Sage.

Kaguya Ootsutsuki is obviously based on Kaguya-hime. Who was a princess from the moon where there was a celestial war and that is why she went to Earth. But instead of being from the moon(well she kinda is) she is from one of the six realms. Most likely from the God Realm since the manga is pushing the idea that she is a god. The part about her wanting to stop war maybe be true, but it was on her home world rather than the human realm. That is why she wants an army, to end the conflict on her world, which was probably with the Asura Realm.

But her sons stopped her somehow, she turned into the ten-tails. She felt that her own sons betrayed her and their people so she attacked them and the rest is history. Her family is also associated with the King of Hell and The Shingami which both share a characteristic of the Devas

From a human perspective, devas share the characteristic of being invisible to the physical human eye.

It meant that he was the Human Path.

Madara = Preta Path.

Obito = Animal Path.

Nagato = Human Path.

Naruto = God Path.

Sauske = Ashura Path.

Kaguya = Hell Path.
