Why would Kaguya talk?

And no, we dont know what really happened after kaguya showed up.

If you're someone waiting for centuries to re-born again...and in the big day, you think you can just keep shut up and let your tumor do all the talking???

Actually, for Kaguya's case, she would be expecting to stay quiet. After all, she was expecting everybody to be under infinite tsukuyomi (including team 7). Therefore there would be nobody to talk to and Kaguya would know this. It doesn't seem like she is being controlled to me.

The fact that Kaguya is not talking is part of her characterization, thus for providing her with a more dismal or mournful character.

Not really. She just needs to resolve this issue by finishing off her enemies. Talking about it would solve nothing.
