If it was never removed, it meant sasuke still had control over himself. Orochimaru would have been able to take him over during his battles with Killer B, Danzo, and Madara. At least thats what I think. It was a good thing Itachi removed that pedo from his body.

It was the power of the Cursed Seal itself which was intended to tempt and lead Sasuke astray. He was only really manipulable before he had a proper goal.

But now he has a firm direction, it's not going to be easy to persuade him, after all, we know what he's like when he gets fixed on something.
