Bugs will be blown away by the wind just like Zaku blew them away with his wind. Plus the location favors Temari.
Zaku never blew away Shino's insects.
If the location is where Temari fought Shikamaru then it favours Shino more.
I assume this match takes place where Temari fought Shikamaru?
Shino fights by keeping his distance and distracting the opponent while commanding his insects to advance towards the target. Such as vs Zaku he pretended that he would directly attack Zaku when he truth he had hidden bugs in the guy's arm cannons and with Kankuro he distracted the Puppeteer by having the insects crawl across the chakra strings, but ending up revealing that this was to distract Kankuro from noticing the insects that happened to be sneaking up behind him.
That will be how Shino will capture Temari. He'll keep her busy by forcing her to blow the insects away, but he'll have another group of insects advancing somewhere towards her. The gusts of wind won't kill the insects, merely just blow them away from her.
At this point in the manga Temari is unaware Shino's insects can clone their host. All she knows is that they eat chakra and attack in numbers. There's at least one tree Shino can hide behind and use a clone to trick Temari with.
He stands out as being good at planning, but it took a guy like Shikamaru to completely mislead her, therefore i don't think he has what it takes. Especially under more pressure than Shika was.
This implies that Temari is so intelligent/talented for her age that it required a 200IQ genius to beat her. Which was nowhere near the case.
