For me it's DANZO. He messed up with so many things with his filthy hands. "Do whatever it takes by all means", "end justifies the means", these are what his character basically is. He is a Machiavellist.
1. Uchiha clan massacre. It all started with his unfair treatment of the Uchiha after the Kyuubi attack. He stole Shisui's Sharingan who sincerely wanted to end it peacefully. He also stole several other Sharingans to modify his body, and he didn't even feel even slightest guilt of possessing something that's not his own.
2. He was in cahoot with Orochimaru, thus involved in the killings of many innocents.
3. He wasn't there during Orochimaru's invasion. As Ay suspected, he must have been involved in that, he wanted Hiruzen to go down. Orochimaru was his ally after all.
4. Double standard and hypocrisy. He ordered Sai to do the task of killing Sasuke because Sasuke was a nukenin and might pose a threat to Konoha if Sasuke knew the truth of Uchiha massacre. But Danzo didn't even dare to touch Orochimaru who was the worst nukenin to ever exist. He must have surely knew that Orochimaru lost his hands after fighting Hiruzen so he was weaken, but no, he didn't want to betray his long-time ally.
5. Allied himself with Hanzo for his pursuit of becoming Hokage. They wanted to obliterate the Akatsuki and Yahiko was killed. Nagato turned evil and evil Akatsuki was born. Thank you Danzo.
6. Hid himself and his Root ANBU underground during Pein's invasion. He was willing to sacrifice innocent villagers in order for Tsunade to go down so that he could become Hokage.
7. Threatened an orphanage. He was so heartless, didn't even feel considerate for the orphans who would lose their beloved mother Nonou.
8. Dared to eliminate two shinobis who had been so loyal to Konoha only because of his unjustified suspicion. Orchestrated the fight between Nonou and Kabuto. He messed up with Kabuto's life by making him kill the most beloved person he ever had in this world. To make it worse, Nonou didn't even recognize Kabuto's face as a result of Danzo's trickery. Kabuto turned into the path of darkness and became a subordinate of Orochimaru. In the end, he started the 4th World War together with Obito.
9. Controlled Mifune with Kotoamatsukami.
10. If he ever became the ruler of Konoha, he would become a tyrant. Also, his ideals would only promote wars, not peace. All he ever wanted was for Konoha to be the greatest that rule them all. He would use whatever dirty means to achieve that goal.
