Yea but obito was manipulated by the man who wanted to obtain peace, which led to obito declaring war in madara name. The goal has been achieved but the war hasn't been decided

Madara may have had manipulated Obito but he didn't directly started the war. That's like saying Hilter's awful parents caused World War 2.

The war was started because Obito declared his plans about IT ....the sole purpose of the war was to stop the IT ..so yeah its still a war despite the fact that only a few people are actually fighting

Uh, they failed to stop IT from happening and Obito is now against it.
