Probably, although the rinnegan might be unique to each user since there has only been 1 rinnegan shown in the series besides Sasuke's rinnegan. Kagaya most likely can use rinnegan techniques. I'm actually hoping Sasuke's rinnegan can use something to get past Kagaya's absorb all jutsu feature.

Not true, she didn't create a lot of tech's, such as Edo T., and a bunch of others IIRC

I suppose that would be like Tsukuyomi. We haven't seen Sasuke use it but presume he can. Sasuke only has one Rinnegan but I don't think that matters since it's like the original one Kaguya has. Perhaps he can use it (and other techniques) but I wouldn't count on him using it.
