So while they are trapped in a cage by crocodile in Arabasta, Smoker pins down luffy with his sword thing and explains that the reason it's draining his power is because the tip has seastone on it "a mysterious stone that exits only in a certain sea".

Judging how he didnt just naming the sea Oda put it that way because he didnt want to reveal something too soon and i think that its that the goverment has found the all blue

There's this amazing theory.
That all blue is the One Piece.
Because all the sea's come together to form ONE piece. ALL blue.
Plus that one lady predicted Luffy would destroy Fishman Island, right? Well he hasn't now. But when he does, the Noah will save all the Fishman (like in the bible kinda). Then somehow the other seas will come together (I forgot, it's in the video)

But he probably just had that sea stone crap on his weapon or something, lel.

Kairoseki can't be used for everything. Otherwise the WG would already have 100% control of the planet. It doesn't grow on trees and get farmed. Think of it as a rare fossil fuel. It's irreplaceable so once you've used it and lost it: it's gone.

I do think that the government knows where all blue is, but there's probably something guarding it

Most just presumed they were Kairoseki ones.

Law can be hurt by bullets if Room isn't activated, he's not a logia.
