As the title suggests, Leaf has all the might and strength on paper only. Following are events where we get evidences.

1. When Mizuki escaped from prizon during Anime episode 140-146. What did Tsunade do? She sent Iruka sensei and Naruto to rescue Shizune and capture the prisoners. It was mentioned by Kakashi's dog that the idiot brothers had physical strength greater than Sannin level. And since Orochimaru-sama was involved somehow, wasn't it naive to send those two?

2. When Sasuke left the village, those sound ninja beated the shit out of jonnin level shinobi. Well their Jonnins are not that weak, but they were too soft.

3. Whenever any enemy infiltrated the town, the leaf shinobi would just prefer to solve problem by talking. which made konoha more vulnerable to threats. If they wanted they could just f**k the hell out.

I wonder if Lord Sasuke will return to town, then he wouldn't follow these games with enemy. Sasuke will not pardon any enemy like leaf shinobis did in past.

I get what you mean but the reason why naruto and iruke were send was plot from show to show how strong naruto is. 2., the sound ninjas were noobs which is why they couldnt beat the leaf and sand at that leave and power they should have wipped the floor with the leaf genin but they didnt. Like kimarro wipped the floor with garra lee n nine tails cloth naruto no dif.3. Idk why they try talking it out but they are very peaceful still and they dont want to be fighting all the time so thats my reason lol 4.on a bad day sasukewont stand for it. But he really wont care.
