Is kaguya's character justified as the strongest?

Do you think that kaguya's character is justified with the title of strongest ninja?? I mean since the day she is revived what is she doing?? just trolling and changing dimensions... is it what she can do after having the title of demon ?? Even she was trapped by naruto's reverse harem jutsu....

I think madara was way better than her and she does not deserve all the titles she has in her current state. what do you think?

I wouldn't include her in top 10 lists or other such things because she isn't really human. She isn't really a ninja either. I doubt she knows very many jutsu (if any); it was her sons who discovered ninjutsu, not her. I would say she is the strongest though.

in the final epic battle, somehow the writer thought that putting an entirely new character with zero development, zero uniqueness (other than being the worst mother in the history of NV) and a lot of power would make things more epic hmm
