Without FTG who/whom is stronger Minato or Tobirama?

Without FTG

Minato- rasengan, Pretty good taijutsu, quick thinker, great reaction time. Though he has sage mode he says he doesn't use it in a fight since he's not good at it and takes prep time. Warp barrier that teleports an attack in another location.

Tobirama- impressive suiton, Senju life force, Edo tensei (but needs prep time), good taijutsu, very intelligent, also quick to act, and shadow clones.

I think Tobirama. Rasengan needs to be used with another jutsu since it's close range. While Tobirama has suiton which it multiple jutsus that work in every range. A senju life force makes him not tire so easily. Edo tensei comes in handy but is an accursed jutsu that once again takes time and resources.

The point of this thread is to say that both are equals and both are just as strong as the other. despite me saying Tobirama is stronger if both didn't have FTG. Minato's FTG is better and is much more of a force to be reckoned with. Tobirama could use shadow clones with FTG but still... he invented it give him some credit. Do you agree with this and if not why?

Obviously Tobirama by a landslide. With ftg it's alot closer but Tobirama still takes it.

Without FTG Minato speed feats are still above Tobiramas feats.

Minato is better because many sealing jutsu, rasengan, RDS, summoning, sage mode.

SM User > Non SM User ( also including Senju's)

Minato (SM) > Tobirama (Non SM) .......in Chakra.
Also it does jot play a role how "good" someone in at Sennin-Mode, you can not even enter it without a bunch of Chakra
