Drawing error w/ Sasuke's rinnegan? Inconsistency with rinnegan eyes

When we first saw Sasuke's rinnegan in chapter 673, it had 9 tomoe.

In every subsequent depiction of it, it had only 6. This makes me very curious about this considering that the tomoe number is obviously very important when determining the power level of an eye. 3 extra tomoe means the difference between normal genjutsu and infinite tsukuyomi.

Sasuke's rinnegan is not the only one that has shown inconsistency in its number of tomoe. The juubi was once showcased with 12 tomoe.

In the picture of the juubi on this page, you can see 4 rings of tomoe with 3 tomoe each. This was the juubi in beast form.

Now had it only happened one time (referring to the inconsistency in tomoe number), I would simply dismiss it as a drawing error.

It happened multiple times however. This is why I think there should be some explanation of these rinnegan tomoe numbers.

I think its to show that both Sasuke's eyes and Naruto's cloak r equal. According to Obito eyes work in a set, with the exception of the 9T sharingan so it might be that the 3T Sharingan and the 6T rinnengan together r the equivalent to the 9T sharingan.

I was saying that Sasuke's eye was only done that way to compare the two. Kishi placed all the tomoe in one eye so they could be displayed along with Naruto's cloak

There are three tomoe per ring. It depends on which angle you're looking. The juubi is showing more rings because of the position of his eye.

First chapter has like 60 pages. Now down to 15, not to mention all the errors and inconsistency, and the tomeless sasuke(not even once ever mentioned it uses tome, and the usage not adding up). That is sloppy. Though you can give him excuses

That makes zero sense, he wouldnt move tomoe from one eye to another for a comparison. That has happend, never.
