There were still battles and wars going on even after the creation of konoha. I mean, the way Tobirama died kinda makes that clear, they were running from cloud ninja were they not?

There was only one war that occurred after the Warring States Period in Tobirama's lifetime and that was the 1st Shinobi World War. I extremely doubt he'd have the time to create a jutsu that transcends life and death in his spare time on the battlefield.

I'm sure he would've had plenty of time during his reign as Hokage, seeing as the Kage don't do much fighting/missions themselves.

And I don't see why he'd create a technique designed for war when everything he did was for the purpose of maintaining peace during his reign. Not to mention he designed the military police force, the chuunin exams, the ANBU black ops and the ninja academy, so I'm sure he was fairly busy while he was Hokage anyway.

Well he clearly still went out on missions even as a Hokage. We also have no idea how long his reign was or how old Hashirama's reign wasor even how old Tobirama is. He might have created all those things in a year and then had the next 10 years doing nothing.

I'm sure Tobirama still did missions for Hashirama while he was in charge as well. So time isn't really something we can judge for sure.

Well you already said there was the first ninja war. I don't see why he couldn't have made it then.
