Sasuke could potentially learn how to use it(even itachi could use it, and sasuke clearly has greater stamina) but he's never going to use it in the manga, since his main rival(naruto) uses it extensively. It makes no sense from a plot standpoint for sasuke to use the same move as his rival.

Doubt that look at people like Konohamaru he can make shadow clones so why not Sasuke unless someone says he have more chakra than Sasuke which is not right at all.
