i think he can use it but chooses not to. he has a sharingan im sure he copied it. but you gotta think of it like this too. if your kishimoto, do you really need your main characters rival to use the same jutsu's as him? sasuke most likely knows the regular rasengan too, but he wont use that either.

in conclusion, he either has too much pride to use any of naruto's jutsus, or its wise for kishimoto not to let sasuke use naruto's moves to not water down the importance of naruto learning these jutsus.

3) Clones uses chakra with equal fraction to the user. (Sasuke don't have a huge amount of chakra. Creating clones would definitely drained him)
