Edit: My list in terms of best Hokages

1- Hashirama(he basically created the village, a peaceful place to stay)

2- Tsunade(developed the medical section and saved the village against Pain's attack at the cost of her life)

3- Minato(saved the village against Kyubi and Tobi at the cost of his life, and even prepared a long time plan for the village and world safety). Actually Minato can also be number2 after thinking about it, but his reign didn't last long

4- Hiruzen/Tobirama(both of them made bad decisions to me. For Tobirama i explained above why. For Hiruzen, he caused harm to both Hyugas and Uchihas by being too soft and giving someone like Danzo full authority)

He definitely acted the most "Hokage-way" and looke an absolute badass but to be honest i don't think he was the best I think Hiruzen or Tsunade were best because all the things they did for the village.

There were still battles and wars going on even after the creation of konoha. I mean, the way Tobirama died kinda makes that clear, they were running from cloud ninja were they not?
