Because of how stereotypical some are and the overall lack of development and/or relevance. This is what bothers me the most (still doesn't stop me from liking most of them).
Overall you can find much more decent male characters than decent female characters in Naruto (imo).

I think the problem is that people always compare the female development to that of the males (as if this comparison is really relevant). In other words, Sakura's development for instance, should just be looked at as Sakura's development and not compared to Naruto's and Sasuke's or anyone else's.

This manga is about ninjas and fighting. I don't give a damn how many times you can cry in one day or how many times you can stalk some boy and call his name continuously like you haven't had *** in ages. I want to see how tough you are, therefore if you are portrayed as being weak and cant make smart decisions then I don't care for you and you are garbage. Instead of Sakura trying to chase after Sasuke she should have been developing some elemental jutsu's of her own and then maybe she wouldn't be whining about being inferior to Naruto and Sasuke. Hinata is a fodder that I don't have to explain.

Tsunade's character was well written back in part one when she was introduced, but now she rides Naruto too much to be a good hokage and trust her own beliefs before Naruto's. If she was a smart Hokage then she would have sent the order to get rid of Sasuke but instead it took Danzo just to do that. Shameful.

I see where the misunderstanding came in here. You thought I was saying that they were good as ninjas or good at their jobs. No, I never said that. I am just saying that their personalities exemplify the morals of the manga (either directly or reverse psychologically) that Kishi is trying to convey. It is in this way that they are well written.
