If Tobi=2nd Madara who can take over anytime then why in the world would he not take over when Obito was busy defying Madara by saving Naruto and ruining the plan? Or why didnt he simply give him the rinnegan. Dont tell me its because he wanted to do it himself because Madara isnt like that. He would be willing to do anything to accomplish I.T even if it means letting another Madara do it. Thanks for reading.
