You can't deny manga facts, neutralizer has been shown throughout the manga. The ability to neutralize someone else's maneuvers is a well profound skill in the shinobi world. Hiruzen Sarutobi, is just better than anyone else at neutralizing.

No. Your so-called 'neutralizer' doesn't exist in the original work of Kishimoto. Every jutsu of Hiruzen has been categorized in the databook so far. The ability to counter a jutsu which base on the same Seishitsuhenka( like your example with Kakashi and Zabuza) has to do with the amount of chakra. To counter a jutsu which base on the same Seishitsuhenka, the same amount of chakra-as the opponents attack-, is required-according to the databook. However, that's no special jutsu.
