Why is Sasuke always slacking compared to Naruto now?

Even now all Sasuke has shown is a Perfect susanoo that he couldnt develop properly without Hagoromos chakra (When he only had EMS) and a Rinnegan thats only shown the ability to be immune to Infinite Tsukuyomi and a space time telportation technique and abit of senjutsu (Enhancing Sasuke's speed and durability etc)

Compared to what we have seen from Naruto,if thats all Sasuke has to offer then might has give up in the final fight.Naruto hasnt even shown his Avatar Cloak mode yet...
