This^ though he had Minato's DNA the summoning would have failed as Minato's spirit was bound in the belly of the reaper with the other half of Kuruama's Chakra.

We have no idea. It's all conjecture. Minato seems probable, unless he knew he couldn't because of Reaper Seal. It could have been any of the shinobi that Kabuto had collected. My guess would be King Charles I.

I thought hiruzen countered it with a jutsu, which is the reason some people think it was a neutralizer jutsu.
I don't think oro didn´t know what happens to minato. He is very smart and would´t summon somebody who's soul is bound.
The edo tense user prepairs his edos before he put them into coffins or ? so at this time it should´t be possible to create eco minato when oro did the ritual with victims. It had to failed before he put minato into a coffin. so maybe the third one was filled with the 4 kazekage, oro killed before and hirunzen countered it with a special jutsu, prepared only for this reason, tobirama taught him ( speculation)
