I think Sabo is actually the 3rd not 2nd, it makes sense if you think about it.

Is Dragon the No. 1 of the revs? No. When addressing these characters it goes like this...

Dragon the head of the revolutionary army
Aokiji the No. 1 of the revolutionary army
Sabo the No. 2 of the revolutionary army

Also, Sabo is the parallel of Ace. Ace was the 2nd division commander so was WB the 1st division commander? No, WB ran the whole shit, he was the head of the WB pirates. Jozu>Ace even though Jozu is 3rd the revs most likely aren't ranked based off of strength either. Sabo will eventually become admiral level but if the revs have Dragon+2 people surpassing the admirals already then the marines wpuld already be dusted.

I honestly disagree I use to think the same way you do about the RA..but I've changed my mind if Sabo can take on all these people....there can't be someone above him..not named Dragon...you really have to think about what your saying bro

Yes that's also what I said, If sabo and Dragon are already good for 1 admiral each, The navy would be very vulnerable.

Also we've seen this model in Baroque Works too, where Bon Clay was Mr. 2, Daz Bones was Mr. 1 and Crocodile the boss was Mr. 0
It also seems as if Blackbeard uses this model because it's most likely that Shiryuu is the second strongest, yet Burgess is in second position. This would also make sense if they don't count the captain like they do with whitebeard.

This makes sense considering captains/leaders and sorts are usually excluded from the ranks Similar to Crocodiles gang or holds the rand of "0". If Aokiji was infact a member of the REV and held the number 1 position then that could possibly be(Key word "possibly before ya'll get pissed) an indicator of Dragon's strength and shows that he's strong enough/respected enough to have a former admiral work under him. The same admiral that went toe to toe again the current fleet admiral.

IF that's the case then it means that Dragon's top boys are admiral level fighters and above, easily

But as far as we know Dragon's ranking system could be based on respect and trust. It makes sense that Dragon would trust Sabo enough to make him #2 considering he's the brother of Ace and his own son Luffy, he has a good will and is similar to Ace and Luffy in many ways. Plus Sabo has been with Dragon since he was young (same as Ace with Whitebeard) so this add even more trust cause Dragon has essentially been Sabo's father. Making the Ace parallel (Whitebeard=Ace's Surrogate father=Ace is the 2nd division commander///Dragon=Sabo's surrogate father?=Sabo is 2nd in command)

Then again whitebeard called everyone his son so take that statement with a grain of salt though it can in fact be the case as to why Sabo is the number 2

And when you look at the Dragon in the background, he is portrayed with his left claw, which would mean that Sabo is not second in the army, but third. Second would be Dragon's right claw/hand.
