I know it sounds dreadful but I'm getting the feeling that Kishi is trying to introduce yet another villain from within the fruit of Shinju that corrupted Kaguya and that is really what a poor to Madara.
Moreover, something is missing, originally, it was said the moon sealed the body of the Ten Tail which we we now know is just not true as we just saw the Shinju resurrected so something else was sealed in the moon. As tempting as it is to have Rikudo Senin seal his own mother in the moon fulfilling her name, he said that his mother has cast the same genjutsu on everyone, meaning the creature or object was already sealed there when she was alive.
