Naruto being able to perform a mini-Bijuu Rasengan in his Kyuubi Chakra State is not proof that a Perfect Jinchuriki can perform a Bijuu Bomb in their V2 State, simply because they are a Perfect Jinchuriki.

Oh no. The proof doesn't lie on that. The proof is how he made mini-TBB same way as Rasengan. Rasengan is a Jutsu based on the studies Minato made on observing TBB. Killer Bee is perfect Jinchuuriki, thus capable of replicating what his Bijuu can do. What Bijuu can do is what Kurama did through Naruto in V2. If you still don't get it, then I can't make it any clearer than that.​
