Is mark on Hagoromo's forehead a seal for the third eye or just a tattoo for ninshuu?

I wanted to go with the former, but considering the return to the discrepancy between Hagoromo sealing the shinju in himself and he and Hamura sealing it in both their selves, I'm not sure anymore.

Remember that it took both of them to seal her - when Kaguya has a mini-flashback of her son Hagoromo, he has the Yang release on his right hand (the sun tattoo). Meaning that Hamura had the Yin Release (the moon tattoo), and he simply gave it to Hagoromo before he died (just like how Hagoromo gave Naruto and Sasuke the Yin and Yang Release for the sealing jutsu). As for the eye, I'm guessing it's the seal tattoo.

It's pretty clear sage's handouts are ying and yang. Naruto six paths senjutsu is biju power which madara has too. And it seems ying and yang boosts their base power too

Lol BZ doesn't even have rinnegan. how would he know how to awaken the 3rd eye? He changed some things, not all of it.
